President Abinader offers the Dominican Republic as home of a regional artificial intelligence center and argues the technology should close gaps, not widen them.

Key points

  • Proposal made at the 30th Ibero-American Summit in Madrid, Spain.
  • The country offers "all of our institutional and technical infrastructure resources."
  • According to the president, undernourishment fell below 2.5%, which he said was recognized by the FAO and allowed the country to leave the Hunger Map.
  • According to the president, monetary poverty dropped from 19% in 2024 to 17.3% in 2025.

At the 30th Ibero-American Summit in Madrid, President Luis Abinader proposed that the Dominican Republic host a center to advance the goals of the Ibero-American artificial intelligence alliance agreed upon at the meeting. According to the president, the country is placing all of its institutional and technical infrastructure resources at the initiative's disposal.

According to Abinader, the center could serve as the body that coordinates the alliance's consolidation. He stated that AI should be a tool for closing gaps, not widening inequality, and recalled the Ibero-American Charter of Principles and Rights in Digital Environments, adopted in Santo Domingo in 2023, which places human dignity at the center of technological transformation.

In his speech, the head of state also called for stronger cooperation on global crises, including family farming, social protection, and early warning systems for climate risks.

Abinader also presented national results. He said the country reduced the prevalence of undernourishment below 2.5%, an achievement he said was recognized by the FAO and allowed it to leave the Hunger Map. On the economic side, he said monetary poverty fell from 19% in 2024 to 17.3% in 2025, and that further reductions were recorded in 2026, without giving a specific figure.

On the institutional front, the president highlighted the 2024 constitutional reform, which he said strengthens limits on presidential power and guarantees democratic alternation. "We have the talent, the resources, and the will necessary to build fairer and more prosperous societies," he concluded.

Why it matters

If the center materializes, the country could gain a larger role in regional tech cooperation. The poverty and hunger figures cited by the president are part of the government's own account of its social record.
